Saudi Arabia Initiates Green Hydrogen Export Chain to Europe

Saudi Arabia unveiled a strategic value chain for the export of green hydrogen and renewable energy to Europe, cementing its position as an intent maker for being at the forefront of clean energy globally.

The program was launched at a high-level workshop in Riyadh, hosted by the Ministry of Energy and attended by Minister of Energy Prince Abdulaziz bin Salman. Saudi Arabia, Germany, France, and Greece, as well as senior officials from those countries, were represented at the “Renewable Energy and Green Hydrogen Export Workshop,” which also included executives from major international energy companies.

ACWA Power took the lead by inking several agreements and memorandum of understanding (MoUs) with major international partners. The partnerships will build large-scale renewable energy projects in the Kingdom for export purposes only and build transmission corridors linking Saudi Arabia to Europe.

Part of the larger India-Middle East-Europe Economic Corridor (IMEC), the program supports Saudi Arabia’s strategic geographical position as a bridge between East and West.

A landmark multi-party Memorandum of Understanding was signed with European energy companies such as Italy’s Edison S.p.A., France’s TotalEnergies Renewables SAS, the Netherlands’ Zhero Europe B.V., and Germany’s EnBW. The partnership is aimed at assessing market demand and the technical feasibility of Saudi Arabian electricity exports to Europe.

To support cross-border infrastructure, further MoUs were signed with top HVDC transmission companies such as CESI, Prysmian, GE Vernova, Siemens Energy, and Hitachi Energy.

One of the key highlights of the occasion was a Joint Development Agreement between EnBW and ACWA Power for the Yanbu Green Hydrogen Hub, which is slated to start up in 2030. The plant will combine renewable energy production, water desalination, the production of green hydrogen through electrolysis, ammonia conversion, and a dedicated export terminal.
